آرمی چیف جنرل عاصم کے دورہ چین کےثمرات, سی پیک منصوبے بحال؟.. ……. کالم..اندر کی بات…کالم نگار….اصغر علی مبارک………..آرمی چیف جنرل عاصم کے دورہ چین کےثمرات کے نتائج آنا شروع ہوگئے ہیں, جبکہ سی پیک منصوبوں کی بحالی کا کام بھی شروع ہو گیا ہے۔ چین کا خطے میں اہم کردار ہے اور بڑے بڑے معاملات کو حل کروانے کی کوشش کررہا ہے اور پاکستان ایسے میں چین کے ساتھ اپنے اچھے تعلقات کا فائدہ اٹھا سکتا ہے۔اس وقت چین نے ایران اور سعودی عرب کے درمیان جو مذاکرات کروائے اور تعلقات کو بہتر بنایا اس سے خطے میں چین کا اثرورسوخ نظر آرہا ہے۔ یہ روایت رہی ہے کہ چین مشکل حالات میں پاکستان کی مدد ضرور کرتا ہے اور اس کا تذکرہ میڈیا میں نہیں کیا جاتا۔ اگلےروزآرمی چیف جنرل عاصم منیر سے چینی وزیر خارجہ نے ملاقات کی اور علاقائی سلامتی اور دفاعی تعاون سمیت باہمی دلچسپی کے امور پر تبادلہ خیال کیا۔ آرمی چیف جنرل سید عاصم منیر نے پاک چین اقتصادی راہداری (سی پیک) منصوبوں کے لیے مکمل تعاون کا اعلان کیا ہے۔ آرمی چیف جنرل عاصم منیر نے پاک چین سٹریٹجک تعلقات کے لیے پاکستان کے عزم کا اعادہ اور سی پیک منصوبے کے لیے چین کی مکمل حمایت کا بھی اظہار کیا۔ ملاقات کے دوران آرمی چیف جنرل عاصم منیرکا کہنا تھا کہ سی پیک چین کے بیلٹ اینڈ روڈ انیشیٹو کا اہم جز ہے۔ پاک فوج کے سربراہ نے علاقائی اور بین الاقوامی معاملات پر پاکستان کے لیے چین کی غیر متزلزل حمایت کو سراہا۔ ملاقات میں چینی وزیر خارجہ کن گینگ نے پاک چین دیرینہ اسٹریٹجک تعلقات کی اہمیت کو اجاگر کیا، چینی وزیر خارجہ نے سی پیک پر ہونے والی پیش رفت پر اطمینان کا اظہار کیا، سی پیک کی بروقت تکمیل اور علاقائی امن و استحکام کے لیے چین کے عزم کا اعادہ کیا۔ استحکام برقرار رکھنے کے لیے پاکستان کی کوششوں کو سراہا گیا۔ ملاقات میں خطے کی ابھرتی ہوئی سیکیورٹی صورتحال پر بھی تبادلہ خیال کیا گیا۔ آرمی چیف جنرل عاصم منیر نے خطے میں امن و استحکام کے فروغ میں چین کے کردار کو تسلیم کیا۔ پاکستان اور چین نے مشترکہ سیکیورٹی چیلنجز پر دفاعی اور سیکیورٹی تعاون بڑھانے پر اتفاق کیا۔ چینی وزیر خارجہ کن گینگ کی آرمی چیف جنرل عاصم منیر سے ملاقات مثبت انداز میں ختم ہوئی۔ ملاقات کے دوران فریقین نے پاک چین دوستی کو مزید مضبوط بنانے کے عزم کا اعادہ بھی کیا۔ یاد رہے کہ پاک فوج کے سربراہ جنرل عاصم منیر دو طرفہ عسکری تعلقات کو مزید وسعت دینے کے لئے چین کا چار روزہ سرکاری دورہ کیا تھا ۔ بطور فوجی سربراہ یہ ان چین کا پہلا دورہ تھا ، جہاں آرمی چیف جنرل سید عاصم منیر کا پرتپاک استقبال اور پیپلز لبریشن آرمی(پی ایل اے)آرمی ہیڈ کوارٹرز میں انہیں گارڈ آف آنر پیش کیا تھا، آرمی چیف جنرل سید عاصم منیر کی پی ایل اے آرمی کے کمانڈر کے ساتھ تفصیلی ملاقات ہوئی تھی، جس کے دوران باہمی سلامتی کے امور اور فوجی تعاون پر تبادلہ خیال کیا گیا تھا، دونوں فوجی کمانڈروں نے خطے میں امن و استحکام برقرار رکھنے اور فوجی تعاون کو بڑھانے کی ضرورت پر زور دیا تھا، آرمی چیف جنرل سید عاصم منیر نے پی ایل اے آرمی کے دستوں کی آپریشنل صلاحیتوں کا مظاہرہ بھی دیکھا، اور انہوں نے فوجیوں کی تربیت کے اعلی معیار اور پیشہ ورانہ مہارت کی تعریف کی تھی۔ چین کی وزارت دفاع کے حوالے سے بتایا گیا تھا کہ ژینگ یوشیا نے چیف آف آرمی اسٹاف جنرل عاصم منیر کے ساتھ بیجنگ میں ملاقات کی تھی ۔چین کے وائس چیئرمین آف سینٹرل ملٹری کمیشن کا کہنا تھا کہ چین چاہتا ہے کہ پاکستان کے ساتھ فوجی تعلقات مزید گہرے اور وسیع ہوں اور علاقائی امن و استحکام کی مشترکہ طور پر حفاظت کریں۔ آرمی چیف جنرل عاصم منیر اور ان کے چینی ہم منصب نے باہمی سیکیورٹی مفادات اور عسکری تعاون سے متعلق معاملات پر تبادلہ خیال کیا تھا ۔ دونوں کمانڈروں نے باہمی سیکیورٹی کے دلچسپی کے امور پر تبادلہ خیال کے ساتھ ساتھ خطے میں امن اور استحکام برقرار رکھنے اور فوج سے فوج کے درمیان تعاون بڑھانے کا بھی اعادہ کیا تھا۔ گزشتہ برس 29نومبر کو پاکستانی فوج کی قیادت کا عہدہ سنبھالنے کے بعد سے عاصم منیر کا یہ پہلا دورہ چین تھا ۔یہ بات اہم ہے کہ حال ہی میں، صدر شی جن پنگ نے اپنی تیسرے پانچ سالہ دور صدارت کا آغاز کیا اورنئے وزیر اعظم کے ساتھ وزیر دفاع اور وزیر خارجہ کو بھی تبدیل کیا گیا ۔ پاک فوج کے سربراہ کا دورہ دورہ چین انتہائی کامیا ب رہا ، کیونکہ چین خطے میں پاکستان کا ایک اہم اسٹریٹجک پارٹنر ہے۔ پاکستان اس وقت سخت ترین مالی مسائل سے دو چار ہے اور عالمی مالیاتی ادارے سے فنڈز حاصل کرنے کی کوشش کر رہا ہے، اس صورتحال میں پاکستان کے لیے چین کی مدد ہمیشہ سامنے رہی ہے۔ دوسری طرف خطے میں بدلتی ہوئی صورت حال کے تناظر میں چینی قیادت ان تمام پیچیدہ امور بارے میں پاکستان کے نئے آرمی چیف کی بات سننے کی خواہشمند بھی تھی۔ آرمی چیف کا عہدہ سنبھالنے کے بعد سے جنرل عاصم منیر کا یہ چوتھا غیرملکی دورہ تھا ۔ رواں برس کے اوائل میں انہوں نے متحدہ عرب امارات اور سعودی عرب کا ایک ہفتے کا طویل دورہ کیا تھا اور خلیجی ریاستوں کی اعلیٰ قیادت سے ملاقاتیں کی تھیں۔ دورہ سعودی عرب کے دوران آرمی چیف نے سعودی ولی عہد شہزادہ محمد بن سلمان سے ملاقات کی اور دوطرفہ تعلقات اور ان کو بڑھانے کے طریقوں کا جائزہ لیا تھا۔اس کے بعد جنرل عاصم منیر متحدہ عرب امارات گئے جہاں انہوں نے صدر شیخ محمد بن زید النہیان سے ملاقات کی اور دفاعی اور فوجی تعاون پر بات کی۔ ملاقات کے دوران دونوں نے دوست ممالک کے مشترکہ مفادات کو پورا کرنے کے لیے فوجی امور کو فروغ دینے کے اقدامات پر بھی تبادلہ خیال کیا تھا ۔ اسی طرح ایک ماہ بعد آرمی چیف نے برطانوی وزارت دفاع کی دعوت پر سیکیورٹی سے متعلق اسٹریٹجک امور پر بات کرنے کے لیے برطانیہ کا انتہائی اہم دورہ کیا تھا ۔چین ہمیشہ مشکل وقت میں پاکستان کا ساتھ دیا۔ دونوں ممالک کے درمیان باہمی اعلیٰ سطح دوروں کی ایک شاندار روایت رہی ہے جن کا آغاز پچاس کی دہائی کے آخر میں ہوا تھا۔ اکتوبر 1956میں وزیراعظم حسین شہید سہروردی چین کے دورے پر تشریف لے گئے تھے۔ اسی دوران آنجہانی چواین لائی دسمبر 1956 میں پاکستان کے دورے پر تشریف لائے تھے اور یوں باہمی اعلیٰ سطح سیاسی و عسکری دوروں کا آغاز ہو گیا جو اب تک جاری ہے۔دوسری جانب وزیرخارجہ بلاول بھٹو نے چینی وزیر خارجہ کو چینی شہریوں اور منصوبوں کے تحفظ کی یقین دہانی کرائی ہے۔ یاد رہے کہ بلاول بھٹو نے چینی شہریوں اور منصوبوں کے تحفظ کی یقین دہانی کراتے ہوئے کہا چینی شہریوں،منصوبوں کونشانہ بنانے والوں کوانصاف کے کٹہرےمیں لایا جائے گا۔ پاکستانی دفتر خارجہ میں پاک چین وزرائےخارجہ کی مشترکہ نیوز کانفرنس میں وزیرخارجہ بلاول بھٹو نے بتایا کہ مذاکرات کے دوران چینی ہم منصب کے ساتھ اہم معاملات زیرغورآئے۔مذاکرات میں طے ہوا کہ پاکستان اورچین تزویراتی تعلقات کو مزید مستحکم کریں گے اور پرامن افغانستان کےبارے میں دونوں ملک متفق ہیں۔
وزیر خارجہ کا کہنا تھا کہ پاکستان اور چین نے ہمیشہ ایک دوسرے کی مدد کی، چین نے کشمیر سمیت ہر معاملے پرپاکستان کی حمایت کی۔
پاکستان اور چین کی دوستی کو70سال ہوچکےہیں ، چین اورپاکستان کے درمیان تزویراتی شراکت داری بہت اہم ہے اور پاکستان ون چائنہ پالیسی کی حمایت کرتا ہے۔ دہشت گردی ہمارے لیے ریڈ لائن ہے،چینی وزیر خارجہ چن گانگ کا اظہار خیال کرتے ہوئے کہنا تھا کہ پاکستان کا پہلا دورہ ہے، بہترین مہمان نوازی پر شکر گزار ہوں، پاکستان اور چین کے درمیان تعلقات مضبوط ہیں، پاکستان سے اسٹرٹیجک ڈائیلاگ میں دوطرفہ تعاون اور تزویراتی معاملات پر بات ہوئی، پاکستان چین کمیونٹی نیا مستقبل مل کر شیئر کریں گے، پاکستان کی سلامتی، قومی استحکام عوام کی ترقی اور خوشحالی کے ساتھ ہیں۔ چینی وزیر خارجہ چن گانگ کا کہنا تھا کہ وزیر اعظم شہباز شریف کا دورہ چین بہت اہم رہا، ان کے دورہ سے مثبت ثمرات سامنے آئے ہیں، دونوں ملکوں نے تمام شعبوں میں تعلقات کو فروغ دینے کے ساتھ مضبوط کرنا ہے، سی پیک پر متفق ہیں، صنعت، توانائی، زرعی شعبوں میں تعاون کے خواہاں ہیں، مختلف شعبوں میں چین کی کمپنیاں سرمایہ کاری کر رہی ہیں، چین دہشت گردی کیخلاف جنگ میں پاکستان کے کردار کو سراہتا ہے۔ چینی وزیر خارجہ نے کہا پاکستان کو دہشت گردی کیخلاف جنگ میں حتمی کامیابی حاصل ہو گی، کورونا کی وجہ سے متاثر ہونے والے شعبوں پر توجہ دی جائے گی، کمرشل فلائٹ اور بس سروسز دوبارہ شروع کی جائے گی، ثقافتی تبادلوں کیلئے بھی اقدامات کیے جائیں گے، پاکستان اور چین سی پیک کی دسویں سالگرہ منا رہے ہیں، سی پیک کو مزید فائدہ مند بنانے کیلئے تمام شعبوں میں تعاون بڑھا رہے ہیں۔ پاکستان اچھا شراکت دار، دوست ہے، دونوں ملکوں میں ڈائیلاگ اور تعاون جاری رہے گا، دورہ پاکستان میں سہ فریقی مذاکرات اہم ٹاسک ہیں، گزشتہ ماہ پاکستان نے ہمسایہ ملک کے اجلاس میں شرکت کی تھی، اجلاس میں پاکستان نے افغانستان کیلئے بات کی تھی، پاکستان کی سہ فریقی مذاکرات کی پیشکش کو قدر کی نگاہ سے دیکھتے ہیں، چین، پاکستان اور افغانستان آپس میں ہمسائے ہیں۔ چن گانگ نے مزید کہا کہ ہمارے ہمسائے دریاؤں اور پہاڑوں سے جڑے ہوئے ہیں، ہم سمجھتے ہیں ان کے مسائل کو مشاورت سے حل کیا جا سکتا ہے، چین افغانستان کی معاشی تعمیر نو کیلئے تیار ہے، اپنے ہمسایوں کو سنجیدگی سے مسائل سے نکالنے کیلئے کوشاں ہیں، پاکستان اور چین افغانستان کی تعمیرنو میں مدد کیلئے تیار ہیں، امید ہے افغانستان پڑوسیوں کے دہشت گردی سے متعلق خدشات کو سنجیدہ لے گا۔چینی وزیر خارجہ چن گانگ کا کہنا تھا کہ سی پیک بیلٹ اینڈ روڈ کے تحت ابتدائی منصوبوں میں شامل تھا، سی پیک سے پاکستان کو سرمایہ کاری اور ملازمتوں کے مواقع فراہم ہوں گے، پاک چین اقتصادی تعاون سے عوام کا معیار زندگی بہتر ہو گا۔
پاک چین اقتصادی راہداری ایک بہت بڑا تجارتی منصوبہ ہے، جس کا مقصد جنوب مغربی پاکستان سے چین کے شمال مغربی خود مختار علاقے سنکیانگ تک گوادر بندرگاہ، ریلوے اور موٹروے کے ذریعے تیل اور گیس کی کم وقت میں ترسیل کرنا ہے۔ موجودہ حکومت سی پیک کے تحت تمام منصوبوں اور معاہدوں کی تکیمل کے لیے پر عزم ہے ، سی پیک پاکستان کی معاشی ترقی کو فروغ دینے کے لیے ایک اہم سنگ میل کی حیثیت رکھتا ہے ،۔سی پیک پاکستان اور چین کی کئی دہائیوں پرمحیط قریبی اور مضبوط تعلقات کا مظہر ہے ۔ موجودہ حکومت کی کاوشوں سے سی پیک میں صنعتی اور زرعی تعاون ، گوادر کی ترقی اور سماجی و اقتصادی ترقی پر فوکس کیا جائے گا ، جس کے دور رس مثبت نتائج حاصل ہونگے اور معاشی ترقی کی راہ ہموار ہوگی ۔
سی پیک کے منصوبے کے دائرہ کار بلکہ رفتار کو بھی تیز کیا جائے گا ۔ موجودہ حکومت اس منصوبے کو بھر پور انداز میں آگے بڑھانے کے لیے پر عزم ہے
گزشتہ حکومت نے سی پیک کے منصوبے کی ترقی کے لیے کوئی خاطر خواہ کام نہیں کیا، جبکہ موجودہ حکومت نے اقتدار میں آنے کے فوراً بعد گوادر کی ترقی کو تیز کرنے کے لیے تمام سٹیک ہولڈرز کے ساتھ مشاورت کی اور اس سلسلے ایک جامع منصوبہ بندی کی جا رہی ہےموجودہ حکومت سی پیک کے تحت اسپیشل اکنامک زون کی جلد تعمیر کے لیے پر عزم ہے
چین پاکستان اقتصادی راہداری کے حوالے سے ہمارے دشمن بخوبی آگاہ ہیں کہ اگر یہ ترقیاتی منصوبہ کامیابی سے تمام منازل طے کر گیا تو پاکستان ایک طاقتور اور مضبوط معیشت کے ساتھ مضبوط بن کر دنیا میں ابھرے گا سب سے اہم بات کہ یہ منصوبہ جو خالصتاً پاکستان کی ترقی کا منصو بہ ہے۔ اس کے پیچھے پاک فوج یا آرمی چیف کی ملکی مفاد میں دلچسپی ہونے کی وجہ سے پاک فوج کو بدنام کرنے کی مذموم حرکتیں کی جارہی ہیں کہ کسی طرح فوج اور عوام کو لڑا کر اپنے مقاصد حاصل کئے جائیں لیکن ہماری قوم، فوج اور سول حکومت کی حکمت عملی سے دشمن بری طرح ناکامی سے دوچار ہوا ہے جس کی سب سے بڑی وجہ یہ ہے کہ قوم، حکومت اور فوج ایک پلیٹ فارم پر دشمن کے خلاف سیسہ پلائی ہوئی دیوار بنی ہوئی ہے اور سب نے متحد ہو کر دشمن کی ہر سازش کا بھرپور منہ توڑ جواب دیاہے اور سب نے مل کر اس اہم منصوبے کو پایہ تکمیل تک پہچانے کا عہد کیا ہوا ہے اور دشمن کو پیغام دیا کہ ہم ملک پاکستا ن کے لئے یک جان ہیں اور ملکی دفاع میں اور پاکستان کی ترقی کے لئے اپنی فوج کے ساتھ شانہ بشانہ کھڑے ہیں۔ اس لئے اگر پاکستان کی طرف کسی بھی دشمن نے میلی آنکھ سے دیکھا توہماری فورسز اس کو دنیا کے نقشے سے مٹا دیں گی۔ہم سب کوہمیشہ یک جان ہو کردشمن کی مزید چالوں کا جواب دیناہو گا تاکہ ملک پاکستان ترقی کی منزلیں طے کرتا رہے۔

Army Chief General Asim Munir reiterated Pakistan’s commitment to Pakistan-China strategic relations and also expressed China’s full support for the CPEC project. During the meeting, Army Chief General Asim Munir said that CPEC is an important part of China’s Belt and Road Initiative. The Pakistan Army chief appreciated China’s unwavering support for Pakistan on regional and international issues. In the meeting, Chinese Foreign Minister Qin Gang highlighted the importance of long-standing strategic relations between Pakistan and China. He reiterated his commitment. Pakistan’s efforts to maintain stability were appreciated. The emerging security situation in the region was also discussed in the meeting.
Army Chief General Asim Munir acknowledged China’s role in promoting peace and stability in the region. Pakistan and China agreed to enhance defense and security cooperation on common security challenges. Chinese Foreign Minister Qin Gang’s meeting with Army Chief General Asim Munir ended positively. During the meeting, the parties also reiterated their determination to further strengthen Pak-China friendship. The visit of the Army Chief is very important for the forces of both countries and especially for the Chinese working in Pakistan on various projects including CPEC. Security of citizens will be discussed as China has expressed concerns in the past. It should be remembered that Islamabad and Beijing have been calling the China Pakistan Economic Partnership (CPEC) project a game changer since its inception, but after the energy and infrastructure projects completed in the initial phase of CPEC, the ongoing projects under it are apparently Slow down.

China has completed energy and infrastructure projects in Pakistan by investing around $29 billion under CPEC and has addressed the major gaps in Pakistan’s economy.
No work has been done in the second phase of CPEC during the last four years, while the second phase of CPEC included the establishment of special economic zones in four provinces of Pakistan with the cooperation of China. During the previous regime, Pakistan’s relations with China, the European Union and the United States deteriorated and Chinese investors were driven away from Pakistan under a poor strategy. It should be remembered that due to Beijing’s zero-covid policy during the Corona epidemic, China closed its borders for almost two and a half years. Due to this, the progress in CPEC was not as expected and the desired results could not be achieved. Pakistan Army Chief General Asim Munir paid a four-day official visit to China to further expand bilateral military relations. It was his first visit to China as an army chief, where Army Chief General Syed Asim Munir was given a warm welcome and a guard of honor was presented to him at the People’s Liberation Army (PLA) Army Headquarters. A detailed meeting was held with the LA Army Commander, during which mutual security issues and military cooperation were discussed. Army Chief General Asim Munir and his Chinese counterpart discussed issues related to mutual security interests and military cooperation. The two commanders also discussed matters of mutual security interest as well as maintaining peace and stability in the region and enhancing military-to-military cooperation. This was Asim Munir’s first visit to China since he took over as Pakistan Army chief on November 29 last year. It is significant that recently, President Xi Jinping began his third five-year term as the President and the new Prime Minister’s office. Pakistan Army Chief’s visit to China was very successful, as China is an important strategic partner of Pakistan in the region. During his visit to Saudi Arabia, the Army Chief met Saudi Crown Prince Mohammed bin Salman and reviewed bilateral relations and ways to enhance them.
