……وزیراعظم نے چیئرمین این ڈی ایم اے کو خیبرپختونخوا میں امدادی کارروائیاں تیز کرنے کی ہدایت کی ہےجبکہ پاک فوج کی خیبرپختونخوا سیلاب سے متاثرہ علاقوں میں امدادی کارروائیاں جاری ہیں,وزیراعظم شہباز شریف نے چیئرمین نیشنل ڈیزاسٹر مینجمنٹ اتھارٹی (این ڈی ایم اے) کو خیبرپختونخوا کے 9 متاثرہ اضلاع میں امدادی کارروائیاں تیز کرنے کی ہدایت کر دی۔ سماجی رابطے کے پلیٹ فارم ’ایکس‘ پر وزیراعظم شہباز شریف نے کہا کہ خیبرپختونخوا اور شمالی پاکستان میں کلاؤڈ برسٹ (بادل پھٹنے) اور اچانک سیلاب کی وجہ سے ہونے والی تباہی سے شدید غمزدہ ہیں۔دکھ کی اس گھڑی میں اپنے بھائیوں اور بہنوں کے ساتھ یکجہتی کے لیے کھڑے ہیں، حکومت ریسکیو اور ریلیف آپریشن کے لیے تمام وسائل کو متحرک کر رہی ہے۔ وزیراعظم نے کہا کہ چیئرمین این ڈی ایم اے سے ملاقات میں ہدایت کی ہے کہ سوات، بونیر، باجوڑ، تورغر، مانسہرہ، شانگلہ اور بٹ گرام کے متاثرہ اضلاع میں امدادی کارروائیوں کو تیز کیا جائے، باجوڑ اور بٹ گرام پر فوری توجہ دی جائے۔ انہوں نے کہا کہ پھنسے ہوئے رہائشیوں کو فوری ریلیف فراہم کیا جارہا ہے، زخمیوں کو طبی امداد فراہم کی جارہی ہے اور سڑکوں کو صاف کرنے اور رابطہ بحال کرنے کے لیے بھاری مشینری تعینات کردی گئی ہے۔خیال رہے کہ خیبرپختونخوا کے مختلف اضلاع میں بادل پھٹنے کے باعث پیدا ہونے والی سیلابی صورتحال نے تباہی مچادی،
وزیراعظم شہباز شریف کے زیر صدارت ہنگامی جائزہ اجلاس میں چیئرمین نیشنل ڈیزاسٹر مینجمنٹ اتھارٹی ( این ڈی ایم اے ) نے خیبرپختونخوا اور گلگت بلتستان میں بارشوں اور سیلاب سے نقصانات پر بریفنگ دی۔ وزیراعظم نے این ڈی ایم اے کو خیبرپختونخوا حکومت سے تعاون جاری رکھنے کی ہدایت کرتے ہوئے کہا کہ ریسکیو ریلیف آپریشن کیلئے تمام وسائل بروئے کار لائے۔ اس دوران وزیراعظم پاکستان کی ہدایت پر چیئرمین این ڈی ایم اے نے متاثرہ علاقوں میں ریسکیو اور ریلیف آپریشن کے بارے میں قومی اور بین الاقوامی میڈیا کو بریف کیا۔سینئر پاکستانی صحافی اصغر علی مبارک کے سوال پر میڈیا بریفنگ کے آغاز میں نیشنل ڈیزاسٹر مینجمنٹ اتھارٹی (این ڈی ایم اے) کے چیئرمین لیفٹیننٹ جنرل انعام حیدر ملک نے حالیہ بارشوں اور سیلاب کی صورتحال اور امدادی سرگرمیوں کے حوالے سے کہا کہ ماحولیاتی تبدیلی نے پاکستان کو شدید متاثر کیا ہے، کمیونیکیشن انفراسٹرکچر ، سڑکوں اور پلوں کی بحالی اولین ترجیحات میں شامل ہوں گی، موسمیاتی تبدیلیوں کے باعث ہر سال گزشتہ سال کے مقابلہ میں زیادہ شدت آ رہی ہے جس کا ہم من حیث القوم مل کر مقابلہ کریں گے، مون سون ریلیف کی سرگرمیوں کے خاتمہ پر وزارت مواصلات ، ہائوسنگ اور دیگر اداروں کے ساتھ مل کر ہائوسنگ اور انفراسٹرکچر کی بحالی یقینی بنائیں گے، آگاہی مہم کے ذریعے شہریوں کےلئے پیشگی معلومات کی فراہمی یقینی بنائی جائے گی، مون سون سے ہونے والے نقصانات کو کم سے کم کرنے کےلئے پیشگی اقدامات کئے جائیں گے این ڈی ایم اے کی بریفنگ کا مقصد قومی سطح پر کی جانے والی امدادی اور بحالی کی کاوشوں کے بارے میں آگاہ کرنا ہے، گزشتہ ایک ہفتے سے خیبر پختونخوا میں خصوصی اقدامات کئے جا رہے ہیں۔ انہوں نے کہا کہ رواں سال گرمی کی شدت زیادہ رہی جس کی وجہ سے مون سون 2025 کا پھیلائو اور شدت بھی زیادہ ہے، رواں سال مون سون کی بارشوں میں گزشتہ سال کے مقابلہ میں 50 سے 60 فیصد اضافہ ہوا ہے جس کی وجہ سے گزشتہ ماہ گلگت بلتستان میں فلیش فلڈ اور حادثات کے بعد گزشتہ چند دنوں سے خیبر پختونخوا میں سیلاب اور فلیش فلڈنگ کے حادثات کا سامنا کرنا پڑا ہے۔ انہوں نے اس توقع کا اظہار کیا کہ آئندہ ایام میں مون سون کے مزید دو سے تین سپل پاکستان میں داخل ہوں گے جو ستمبر کے پہلے 10 دنوں تک جاری رہیں گے۔ بارش اور سیلاب کی وجہ سے ہونے والے نقصانات کے سلسلے میں حکومت پاکستان ، مسلح افواج اور دیگر تمام ادارے متاثرین کے دکھ میں برابر کے شریک ہیں ۔ انہوں نے اس عزم کا اظہار کیا کہ ہم صوبائی حکومت کے ساتھ مل کر وزیراعظم کی ہدایات کے مطابق علاقوں کا مکمل سروے کیا جائے گا اور متاثرین کی مکمل بحالی کی کوشش کی جائے گی۔ اسی طرح کمیونیکیشن انفراسٹرکچر ، سڑکوں اور پلوں کی بحالی اولین ترجیحات میں شامل ہوں گی۔چیئرمین این ڈی ایم اے نے کہا کہ اس وقت گلگت بلتستان اور خیبر پختونخوا میں ٹوٹنے ولے پلوں اور سڑکوں کی بحالی کی فوری کوششیں جاری ہیں ۔ انہوں نے کہا کہ وزیراعظم کی ہدایات کی روشنی میں جن اضلاع میں زیادہ جانی نقصان ہوا اور لوگ بے گھر ہوئے ہیں وہاں پر کل سے امدادی پیکج پہنچایا جائے گا جس میں راشن، ادویات، خیمے اور دیگر سامان شامل ہو گا۔ اس حوالے سے این ڈی ایم اے اور وفاقی حکومت کے دیگر تمام ادارے پی ڈی ایم اے سے رابطے میں ہیں ، گزشتہ دو تین دنوں سے پاکستان آرمی کی ٹیمیں بھی بحالی اور امداد کی سرگرمیوں میں مصروف ہیں۔ انہوں نے کہا کہ لاپتہ ہونے والے تمام افراد کی تلاش جاری ہے جس کے لئے تمام تر وسائل بروئے کار لائے جا رہے ہیں۔ انہوں نے کہا کہ گزشتہ دو تین دن میں بونیر اور باجوڑ ، بٹگرام وغیرہ اور ملحقہ علاقوں میں ہونے والے نقصانات بدقسمتی سے موسمیاتی تبدیلی کا حصہ ہیں جس سے کافی عرصہ سے پاکستان متاثر ہو رہا ہے ۔ انہوں نے کہا کہ موسمیاتی تبدیلیوں کے باعث ہر سال گزشتہ سال کے مقابلہ میں زیادہ شدت آ رہی ہے جس کا ہم من حیث القوم مل کر مقابلہ کریں گے۔ جیسے مون سون ریلیف کی سرگرمیاں ختم ہوں گی تو ہمارا سب سے پہلا فوکس وزارت مواصلات ، ہائوسنگ اور دیگر اداروں کے ساتھ مل کر ہائوسنگ اور انفراسٹرکچر کی بحالی یقینی بنانا ہو گا۔ انہوں نے کہا کہ آئندہ مون سون سے قبل رواں سال پیش آنے والی مشکلات کے سدباب کا ازالہ کیا جائے گا تاکہ نقصان کو کم سے کم کیا جاسکے۔ انہوں نے امداد اور بحالی کی کاوشوں میں معاونت کرنے والے تمام اداروں سے اظہار تشکر بھی کیا جو وزیراعظم کی ہدایات کے مطابق اس اہم قومی فریضے کا حصہ بنے جس میں این ڈی ایم اے، پی ڈی ایم ایز، پاکستان آرمی، ایئر فورس سمیت سرچ اینڈ ریسکیو کے تمام ادارے شامل ہیں، ان اداروں کے اقدامات قابل تعریف ہیں۔ چیئرمین این ڈی ایم اے نے کہا کہ آئندہ دو ہفتوں کے دوران ہمارا فوکس موسم کی پیشگوئیوں کے مطابق شمالی پنجاب، آزاد جموں وکشمیر ، گلگت بلتستان کے زیریں علاقے اور خیبر پختونخوا کے شمالی علاقوں پر ہو گا، اس کے علاوہ زیریں سندھ اور پنجاب میں بھی مون سون سے ہونے والے نقصانات کو کم سے کم کرنے کی کوشش کی جائے گی۔ انہوں نے کہا کہ کلائوڈ برسٹ سمیت دیگر موسمی حالات کے بارے میں ارلی وارننگ سسٹم تیار کیا جاسکتا ہے جو ہمیں نقصانات سے بچنے میں مدد فراہم کرسکتا ہے۔ انہوں نے کہا کہ ہم وفاقی اور صوبائی حکومتوں ، پی ڈی ایم ایز اور دیگر شراکت داروں کے ساتھ مل کر اقدامات کو یقینی بنائیں گے تاکہ فلیش فلڈ کے خدشہ سے متاثر ہونے والے علاقوں کو پہلے ہی خالی کرایا جاسکے۔ انہوں نے کہا کہ آبی گزر گاہوں میں رہنے والی آبادی کے باعث نقصانات کا زیادہ خدشہ ہوتا ہے ، اس کو کم سے کم کرنے کے بھی اقدامات کئے جائیں گے، جس میں قانون نافذ کرنے والے اداروں اور مقامی کمیونٹیز کے ساتھ مل کر کام کریں گے اور مستقبل میں اپنے تحفظ کو بہتر سے بہتر بنائیں گے۔ اس موقع پر این ڈی ایم اے کے ٹیکینکل ایکسپرٹ ڈاکٹر طیب شاہ نے کہا کہ آئندہ 15 دن میں موسمی حالات کے حوالے سے تفصیلات سے آگاہ کرتے ہوئے کہا کہ مون سون کے ساتویں سلسلہ کے زیر اثر ملک کے مختلف علاقوں میں بارشیں ہو رہی ہیں اور بارشوں کا سلسلہ 22 اگست تک جاری رہنے کا امکان ہے، جس کی شدت میں مزید اضافہ متوقع ہے۔ انہوں نے کہا کہ 22 اگست کے بعد بارشیں برسانے والا ایک اور سلسلہ ملک میں داخل ہو گا جو 23 اگست سے 30 اگست تک برقرار رہے گا۔ انہوں نے بتایا کہ این ڈی ایم اے نے مون سون کی پروفائلنگ مکمل کرلی ہے، پاکستان کے شمال مشرقی علاقوں ، آزاد جموں وکشمیر ، خیبر پختونخوا کے وسطی اور جنوبی علاقوں میں زیادہ بارشیں متوقع ہیں۔ اس کے ساتھ ساتھ تھرپارکر ، سجاول، ٹنڈو اللہ یار، ٹنڈو محمد خان، بدین(پاکستان کے جنوبی اور جنوب مشرقی علاقوں ) میں بھی بارشیں متوقع ہیں ، اس کے ساتھ ساتھ بارش برسانے والے تین سلسلے پاکستان کی جانب رواں رواں ہیں ، جن میں خلیج بنگال سے شروع ہونے والا بارشوں کا سلسلہ مدھیہ پردیش اور ہما چل پردیش ، اتراکھنڈ اور سری نگر سے پاکستان میں داخل ہو رہا ہے جس کے زیر اثر شمال مشرقی پنجاب اور آزاد جموں وکشمیر کے ساتھ ساتھ بالائی خیبر پختونخوا میں بھی زیادہ بارشیں متوقع ہیں۔ انہوں نے کہا کہ اس کے علاوہ بھارتی ریاست گجرات سے ہوا کا کم دبائو پاکستان کے جنوب مشرقی ریجن کو متاثر کر سکتا ہے جس کے زیر اثر ملک کے جنوبی ریجن میں بھی بارشوں کا امکان ہے۔ اس کے علاوہ ہوا کا ایک اور کم دبائو جو مغربی سلسلہ ہے جو افغانستان کے ننگر ہار اور قندھار ریجن سے پاکستان میں داخل ہو رہا ہے ۔ انہوں نے کہا کہ بارشیں برسانے والے یہ تین وہ سسٹم ہیں جو آئندہ 15 دنوں میں پاکستان میں متوقع بارشوں کا سبب بن سکتے ہیں۔ انہوں نے کہا کہ بارشوں سے سب سے زیادہ متاثر ہونے والے ملکی علاقوں میں شمالی علاقہ جات ، شمال مشرقی پنجاب بشمول شکر گڑھ ، نارووال، شیخو پورہ، لاہور، فیصل آباد کے علاوہ خطہ پوٹھوہار اور کوہستان نمک کے اضلاع میں بھی اچھی خاصی بارشیں متوقع ہیں۔ اسی طرح خیبر پختونخوا میں بالائی علاقے مالا کنڈ و ہزارہ ڈویژن اور وسطی خیبر پختونخوا میں بھی مزید بارشوں کا امکان ہے۔ کوہ سلیمان کے علاقے میں بھی بارشیں برسانے والا سسٹم داخل ہو چکا ہے جس کے زیر اثر راجن پور، مظفر گڑھ، ڈی آئی خان اور ٹانک ریجن میں بھی درمیانے درجے کی بارشیں متوقع ہیں۔ انہوں نے کہا کہ بلوچستان میں بارکھان ، اوستہ اور کوہلوریجن اور آوران کے علاقوں میں بھی درمیانے درجے کی بارشیں ہونے کا امکان ہے۔ انہوں نے کہا ہے کہ وزیراعظم محمد شہباز شریف اور چیئرمین این ڈی ایم اے کی ہدایات کے مطابق بارشوں اور سیلاب سے متاثرہ علاقوں میں پاکستانی بہنوں اور بھائیوں کی مدد کےلئے این ڈی ایم اے کے حکام تمام علاقوں میں موجود ہیں اور ریلیف کے حوالے سے تمام تر کاوشیں بروئے کار لائی جا رہی ہیں، جس میں امداد اور بحالی کے دیگر تمام ادارے بھی شامل ہیں ۔ اس موقع پر سارہ حسن نے دریائوں میں پانی کے بہائو کی تفصیلات بتاتے ہوئے کہا کہ بارشیں برسانے والے حالیہ نظام صرف مشرقی نہیں بلکہ ان میں مغربی نظام بھی شامل ہے ۔ انہوں نے کہا کہ دریائے کابل میں پانی کا موجودہ بہائو 54 ہزار کیوسک ہے لیکن آئندہ 24 تا 48 گھنٹوں کے دوران زیادہ بارشوں کے نتیجہ میں پانی کا بہائو 80 ہزار کیوسک تک بڑھ سکتا ہے جو درمیانے درجے کا سیلاب ہو گا۔ دریائے سندھ کے حوالے سے انہوں نے کہا کہ تربیلا ڈیم میں پانی کا موجودہ ذخیرہ ڈیم کی 98 فیصد استعداد تک پہنچ چکا ہے لیکن بارشوں کے باعث پانی کے بہائو میں 4 تا 4.5 لاکھ کیوسک کا اضافہ ہو سکتا ہے جو درمیانے درجے کے سیلاب کی عکاسی کرتا ہے۔ تربیلا سے نیچے دریائے سندھ میں کالا باغ ، چشمہ اور تونسہ کے مقامات پر اس وقت درمیانے درجے کے سیلاب کی کیفیت ہے اور ان مقامات پر 4 سے 4.5 لاکھ کیوسک پانی کا بہائو موجود ہے لیکن آئندہ 24 سے 48 گھنٹوں کے دوران زیادہ بارشوں کے باعث ان مقامات پر پانی کا بہائو 5 سے 5.5 لاکھ کیوسک تک بڑھ سکتا ہے جو اونچے درجے کے سیلاب کا سبب بن سکتا ہے۔ ملک کے مشرقی ریجن میں دریائوں کی صورتحال کے حوالے سے انہوں نے دریائے چناب کے بارے میں کہا کہ غیر قانونی بھارتی مقبوضہ جموں وکشمیر اور ہماچل پردیش میں زیادہ بارشوں کے باعث خانکی اور مرالہ کے مقامات پر پانی کا بہائو ڈیڑھ لاکھ کیوسک یعنی درمیانے درجے کے سیلاب تک بڑھ سکتا ہے۔ اسی طرح انہوں نے بھارتی ڈیمز کی مانیٹرنگ کے حوالے سے کہا کہ ہم بھارتی ڈیمز کی کڑی مانیٹرنگ کر رہے ہیں اور گنڈا سنگھ سے پاکستان میں داخل ہونے والے دریا میں کم درجے کا سیلاب ہے اور پانی کا بہائو 54 ہزار کیوسک ہے لیکن آئندہ ایک سے دو دنوں میں پانی کا بہائو 80 ہزار سے 95 ہزار کیوسک تک بڑھنے کا امکان ہے جو درمیانے درجے کے سیلاب کی صورتحال ہوگی۔ سارہ حسن نے شہری سیلاب اور رین ایمرجنسی کے حوالے سے مزید کہا کہ گزشتہ 24 گھنٹوں کے دوران اسلام آباد میں 70 ملی میٹر سے زیادہ بارش ریکارڈ کی گئی ہے جس کی وجہ سے کٹاریاں اور گوالمنڈی میں پانی کی سطح 14 فٹ تک بلند ہوئی ہے، اربن فلڈنگ کا الرٹ 15 فٹ پر جاری ہوتا ہے۔ انہوں نے کہا کہ مزید بارشوں کے باعث اسلام آباد، راولپنڈی، لاہور، فیصل آباد، گجرات سمیت دیگر اضلاع میں اربن فلڈنگ اور رین ایمرجنسی کا خدشہ ہے۔ اسی طرح پنجاب کے جنوبی ریجن کوہ سلیمان سے ملحق ڈی جی خان اور راجن پور اضلاع میں پہاڑی سیلاب کا خطرہ ہو سکتا ہے۔ملک کے جنوبی ریجن کے بارے میں انہوں نے بتایا کہ تھرپارکر میں گزشتہ 24 گھنٹوں کے دوران 40 ملی میٹر بارش ہو چکی ہے ، بارشوں میں مزید اضافہ سے بدین، سجاول سمیت دیگر اضلاع میں بھی اربن فلڈنگ کے امکانات بڑھ سکتے ہیں، ملک کے شمالی علاقہ جات اور آزاد کشمیر کے حوالے سے انہوں نے کہا کہ کشمیر میں نیلم ، پونچھ اور باغ کے اضلاع میں فلیش فلڈنگ اور لینڈ سلائیڈنگ کے امکانات میں اضافہ ہو سکتا ہے۔ گلگت بلتستان ریجن کے حوالے سے سارہ حسن نے بتایا کہ گزشتہ دنوں میں بھی اس علاقے میں کچھ حادثات ہوئے ہیں جن میں گانچھے، سکردو اور گلگت وغیرہ کے اضلاع میں مزید لینڈسلائیڈنگ اور فلیش فلڈنگ کا خطرہ ہے۔ انہوں نے کہا کہ گلوف کے حوالے سے ششپر گلیشیئر کے پھٹنے کے بھی امکانات میں اضافہ ہو سکتا ہے۔ اسی طرح خیبر پختونخوا میں چترال، دیر ، سوات ، بونیر ، شانگلہ سمیت پشاور اور چارسدہ کے اضلاع وغیرہ میں بھی مقامی اور فلیش فلڈنگ ہو سکتی ہے۔ انہوں نے کہا کہ گزشتہ بارشوں سے بونیر کے مختلف علاقے زیادہ متاثر ہوئے ہیں اور مزید بارشوں سے بھی شمالی علاقہ جات میں فلیش فلڈنگ کا خدشہ ہے۔ این ڈی ایم اے کے ممبر آپریشن اور لاجسٹک بریگیڈیئر کامران نے وفاق کی سطح پر آپریشن ونگ کی ذمہ داریوں اور دائرہ کار کےحوالے سے کہا کہ ہم نے مون سون کےلئے فروری 2025 سے تیاری شروع کردی تھی جس کے لئے تمام صوبائی حکومتوں اور پی ڈی ایم ایز کے ساتھ مل کر مختلف کانفرنسز اور دیگر سرگرمیاں سرانجام دیں، قومی سطح پر مون سون کی تیاری کا پلان جاری کیا جبکہ 25 جون کے بعد سے ہم نے موسمی حالات کی باقاعدہ مانیٹرنگ کا آغاز کردیا اور کسی بھی ناگہانی صورتحال میں ضلعی سطح پر امدادی اور بحالی کی سرگرمیوں کے حوالے سے باقاعدہ منصوبہ بندی کی گئی، کسی بھی ضلع میں ہنگامی صورتحال میں وفاقی امداد کی مد میں ایف سی اور دیگر قانون نافذ کرنے والے اداروں کی معاونت کی سہولت کاری بھی کی تاکہ ریسکیو آپریشن میں مدد کی جاسکے۔ بارشوں کا ساتواں سپل جاری ہے جبکہ آٹھویں سپل کا آغاز بھی جلد متوقع ہے جس کے زیادہ تر اثرات شمالی خیبر پختونخوا اور جنوبی پنجاب میں سامنے آئے ، اس دوران مختلف واقعات میں جہاں پر بھی صوبائی حکومت کو ہماری مدد کی ضرورت تھی تو ہم نے ہیلی کاپٹرز ، آرمی اور نیوی اور ایئر فورس کے ذریعے ان کی مدد کے لئے کوآرڈینیشن کی۔ انہوں نے کہا کہ پی ڈی ایم ایز ہمارے ساتھ روزانہ کی بنیاد پر مانیٹرنگ رپورٹ شیئر کرتی ہیں جس کو قومی سطح پر مرتب کر کے جاری کیا جاتا ہے۔ حالیہ بارشوں اور سیلاب کے حوالے سے انہوں نے بتایا کہ ان سے سب سےزیادہ مشکلات بونیر اور باجوڑ میں اچانک بادل پھٹنے کی وجہ سے پیش آئیں ، اس حوالے سے قبل از وقت وارننگ جاری کی گئی تھی جبکہ اس کی تیاری بھی تھی لیکن ناگہانی آفت کے باعث نقصان کا سامنا کرنا پڑا۔
