These views were stated by Speaker National Assembly Sardar Ayaz Sadiq, President PGA Pakistan National Group, Senator Shireen Rehman and President of Parliamentarians for Global forum Syed Naveed Qamar while speaking at the opening ceremony of the 45th annual forum of Parliamentarians for Global Action and the 13th session of the Consultative Assembly of Parliamentarians hosted by the National Assembly of Pakistan at Islamabad. The 45th Annual Forum of Parliamentarians for Global Action (PGA) and the 13th Consultative Assembly of Parliamentarians on the International Criminal Court and Rule of Law opened today in Islamabad, gathering over 46 parliamentarians from around the world and 14 delegates participating online.

The Conference chaired by National Assembly Speaker Sardar Ayaz Sadiq, emphasized the vital role of parliamentarians beyond legislation. “Our responsibilities extend to addressing the pressing issues facing our constituents—access to clean drinking water, and sanitation,” he stated. He urged participants to raise their voices against violence and bloodshed, referencing the ongoing crisis in Gaza and unresolved issues in Indian Illegally Occupied Jammu & Kashmir.

NA Speaker, Sardar Ayaz Sadiq said that the responsibility of Parliamentarians was not restricted to mere legislation but rather to ensure rights and betterment of their constituents facing myriads of challenges.

He informed that every parliamentarian in Pakistan had around one million constituents in their constituent ices that were facing huge and tremendous issues of access to clean drinking water, sanitation, stunting and many more.

The main goal of the forum was to work out mechanisms to follow up the PGA members’ commitments at their native parliaments to ensure concerted efforts to bring relief for humanity in distress, he added.

Humanitarian issues were piling, whereas wars and violence were exacerbating human miseries, however all wars were only resolved on table, he added. “It’s our collective responsibility and of all member delegates to fully utilize this forum to devise effective strategies,” he added. “It’s our job to improve the lives of our constituents. It’s our responsibility to raise our voices against violence and bloodshed like one taking place in Gaza to stop it. Moreover, the unresolved issue of Kashmir where forced disappearances and mass graves are serious issues amid blatant violations of UN resolutions,” the NA Speaker said.

Sardar Ayaz Sadiq also highlighted the country and region’s increasing vulnerability to climate change that resulted into unprecedented devastation post 2022 floods despite being one of the least contributors to global warming and climate change.

Speaker National Assembly Sardar Ayaz Sadiq has expressed deep concern regarding the alarming situation in Palestine, highlighting the targeting of innocent civilians. He strongly condemned the ongoing Israeli brutality and aggression against Palestinian citizens. He also noted that India’s illegal occupation of Jammu and Kashmir represents a blatant violation of international law, with over 100,000 Kashmiris martyred in the past 77 years, showcasing severe human rights violations. He also added, “There is a pressing need to raise voices against these atrocities and to enhance international efforts for resolving all challenges.”

Senator Sherry Rehman, Chairperson PGA Pakistan, welcomed delegates, underscoring the necessity of joint efforts to promote world peace and uphold the rule of law. “The promotion of global justice is a collective responsibility, and parliamentarians must adopt a common plan to end conflicts,” she asserted. She also highlighted Pakistan’s leadership in supporting human rights and climate action, calling for a robust follow-up on commitments made at the upcoming COP-29.

MNA Syed Naveed Qamar echoed these sentiments, advocating for a stronger presence of Pakistan on the global stage and encouraging parliamentarians to collaborate on humanitarian issues. “It is time to mobilize our efforts across Asia and Europe to tackle climate change and human rights challenges,” he emphasized.

PGA Secretary General Monica Adame commended the National Assembly for their warm hospitality and highlighted the importance of PGA’s role as a cross-border network advocating for human rights, democracy, and climate justice. “Our collective efforts must focus on ensuring that our constituents’ rights are upheld and that we engage in meaningful bilateral dialogue to address violence and human rights violations,” she said. The forum serves as a crucial platform for exchanging best practices, tackling global challenges, and mobilizing legislative action to promote a more just and peaceful society.

Meanwhile members of Parliamentarians for Global Action (PGA) Barrister Aqeel Malik, Barrister Daniyal Chaudhry and Dr. Mirza Ikhtiar Baig have emphasized the need to make PJA more effective and said that global peace And the role of parliamentary representatives in the delivery of justice has become more important than ever, the conference hosted by Pakistan is discussing key issues like international law, climate change and human rights. Pakistani and international representatives reiterated their commitment that parliamentarians will play a leadership role in solving global challenges. He was talking to media after the opening ceremony of the Parliamentarians for Global Action (PGA) meeting on Monday. Barrister Aqeel Malik, PGA member and adviser on law and justice. He said that Pakistan has always been upholding the principles of international justice and human rights.

He emphasized the need for the international community to end double standards on issues like Palestine and Kashmir. He said that Pakistan’s struggle is a reflection of the promotion of international justice and we should not compromise on the sovereignty and integrity of our country. PGA member and Federal Parliamentary Secretary Information and Broadcasting Barrister Daniyal Chaudhry said that Pakistani politics The role of donors is key in establishing world peace, it is necessary to resolve conflicts like Kashmir and Palestine so that a just and sustainable peace can be established.

MNA Daniyal Chaudhry said that Pakistan has made unprecedented sacrifices in the promotion of world peace and we will stick to the principles of international justice. PGA member and People’s Party leader Dr. Mirza Akhtar Baig supported the views of Speaker National Assembly and said that there is a need for international cooperation on challenges like climate change, Pakistan should work together with the international community to face these challenges.

He said that Pakistan has always been a champion of human rights and rule of law and will continue to play an important role in maintaining world peace. He reiterated his commitment that Pakistan will continue its efforts for the promotion of international justice, peace and human rights. The international community should also follow the principles of equal justice.Moreover Speaker of the Federal Council of the Russian Federation Ms Valentina Matvienko has said that Russian Parliamentary delegation visit to Islamabad would enhance further progressive development cooperation between Russia and Pakistan.Addressing the Senate of Pakistan on the invitation of Chairman Senate Syed Yosuf Raza Gillani here on Monday, she said that Pakistan and Russia have a long history of cordial relations and even in most difficult time Moscow and Islamabad kept up a dialogue. “ Now, one may note with satisfaction the similarity of our approaches to the majority of the issues on the international agenda,” she said.
Valentina added that both countries were interested in Afghan settlement and ensuring Central Asian security adding “ I am sure that we shall sustain our mutual understanding on the issues of global security and stability, prevention of the placement of weapons in outer space, prohibition of biological, chemical and toxin weapons, inadmissibility of imposing illegal sanction mechanisms and of all forms of politicization of humanitarian cooperation including in sports”.The Speaker said that Pakistan and Russia have consistently promoted a strengthened UN central coordinating role in international relations.

Welcoming the Pakistan’s election to the UN Security Council for 2005-26, she said that Pakistan took a non permanent seat for the last eight times which was testimony to Islamabad’s commitment to the principles and spirit of UN charter. She expressed hope that Pakistan would make significant contribution to the achievement of high goals of global security and peace in the UN Security Council.She expected that Pakistan balance position, rich experience and the propound people wisdom and its leaders would bring a new perspective addressing local problems evidenced with the Pakistan’s active participation in UN peacekeeping missions in many regions of the world.

She noted that Pakistan’s interests in deepening cooperation with BRICS, a centre of multipolarity where all participants favor equality, good neighborliness and mutual respect.

She added that the Upper House of the Parliament shared these values and seeks their assertion in international arena. “We stand for more intensive interaction between legislators at multilateral fora, including the Inter-Parliamentary Union and the Asian Parliamentary Assembly. We see a great potential in an enhanced cooperation in the formats of parliamentary friendship groups as well as through specialized committees of the upper houses of our parliaments.”

“We much count on the joint active work of the two parliaments in improving the legal framework for cooperation”.

She urged for more progressive development of trade and economic ties based on solid and time tested foundation. She added that Soviet Union helped Pakistan to develop its oil and gas industry, build major energy facilities and supplied agricultural machinery. In the 1970s-80, the USSR assisted in building the Pakistan Steel Mills in Karachi, became a symbol of our friendship.

Valentina remarked that Russia continuously kept the tradition of cooperation while in the past year alone, Russian-Pakistani trade turnover grew by more than 50 percent and exceeded one billion dollars for the first time. It grew by another 13 percent in January-August this year, she added.

She said that there were many promising areas for the development of economic cooperation including energy and agro-industrial complex.

Last year, the first shipment of Russian crude oil arrived at the port of Karachi, and by the end of the year its share in Russian exports to Pakistan exceeded 20 percent, she said.

The Speaker said that Russia was continuously contributing to Pakistan’s food security and increased grain supplies to the Pakistani market.

She noted that despite unfavourable weather conditions, Russian farmers have harvested over 132 million tons of grain this year guarantees Russia’s reliability as one of the world’s key agricultural exporters.

“Developing international transport corridors, primarily the North South International Transport Corridor, is relevant for our countries. This route is already operational, strengthening the connectivity between Northern Eurasia and the Global South. We welcome Pakistan’s interest in this project,” she said.

The Speaker said that both countries were pursuing a constructive political dialogue for stepped up cooperation in all areas, including the humanitarian one.

“We are now witnessing the revival of our bilateral cooperation in culture and sports, which has long-standing traditions. Faiz Ahmad Faiz, one of the greatest Urdu poets, was a sincere friend of our country who translated Rasul Gamzatov’s poetry about Russian great poet Alexander Pushkin and about the heroic defenders of my hometown, Leningrad,” she observed.She quoted, “ Faiz Ahmed Faiz that Russia and Pakistan have much to teach each other, enriching each other’s cultures and opening new horizons for their friendship”.

“Today, we’re following this very vision by developing our scientific and educational cooperation while remarkable progress has been made in the bilateral agenda on higher education, recognition of diplomas and academic degrees,” she said.
She said friendly ties were being established between young people. We were glad that the Pakistani delegation took part in the World Youth Festival in Sochi, she added.

The Speaker said more Russians were showing interest in Pakistan adding, “ I would like to note Chat your country’s recent decision to waive visa fees should have a positive effect on the tourist flow resulting in strengthening good relations between Russia and Pakistan”.

She said the Federation Council, specialised committees, advisory and expert bodies had paid great attention to the topic of interfaith and interethnic relations adding parliaments have a vital role to play in maintaining dialogue with faiths and religious leaders. “Together with religious institutions, Russian legislators endeavour to preserve traditional spirit and moral values, protect the family, motherhood and childhood thus in Russia this year has been proclaimed the ‘Year of the Family’. Moreover Senator Sherry Rehman, President of Pakistan’s Group of Parliamentarians for Global Action (PGA), emphasized the critical role that the PGA has played over the past four decades, promoting global justice, strengthening democracy, and addressing development challenges.
She was addressing the 45th annual forum of PGA and the 13th Consultative Assembly of Parliamentarians.
In her address, she welcomed delegates from over 36 countries, lauding the collaborative efforts of Sardar Ayaz Sadiq, Speaker of the National Assembly, and Syed Naveed Qamar, President of PGA, for hosting this significant event in Pakistan.

She praised Mónica Adame, Secretary-General of the PGA, for her team’s dedication in uniting parliamentarians from around the globe to champion the promotion of human rights and the rule of law.

“The current turbulence and polarized state of the world is not the one we dreamed of, nor one we should live in,” Senator Rehman began, noting that the multilateral order, established post-World War II to ensure global peace, is facing severe tests. “War crimes, genocide, and economic inequality have intensified, creating sharp divides and exclusionary pyramids of privilege, while climate change threatens the resources essential to our survival.”

Senator Rehman asserted that the rise in conflicts and impunity for war crimes, including the situations in Palestine and Kashmir, “undermine the legitimacy of the multilateral order and challenge the universal principles we should rely on to guide our global civilization.” She called for a renewed commitment to universal laws, especially climate justice and economic equality, stressing that “peace should not become a cliche.”

Reflecting on the mission of PGA, Rehman praised the organization’s legacy of fostering dialogue and collaboration among global leaders. “This forum promotes an environment of plurality, where diverse voices from across the world contribute to constructive debate,” she said, emphasizing the need for leaders to bridge divides between national and international stakeholders, including parliamentarians and civil society.

Rehman also spoke of the troubling increase in conflicts since World War II, stressing that “while war crimes persist and genocide is committed, international perpetrators continue to go unpunished.” She voiced deep concerns that these issues remain unresolved, further destabilizing global peace and security.

In her remarks, Senator Rehman also addressed the limitations of the International Criminal Court (ICC), stating that “despite its establishment to hold accountable those accused of war crimes and genocide, the ICC has struggled to gain universal acceptance due to concerns over impartiality and selective enforcement.” She underscored the need for global legal mechanisms that respect the territorial integrity of states while remaining independent of geopolitical influences.

She further called for “a new global political discourse to tackle these issues,” noting that double standards and politicization must be eliminated for a genuinely universal system of accountability to take root. She urged delegates to share best practices and find ways to end impunity for international crimes through legislative and political initiatives.

As the forum unfolds, Senator Rehman urged PGA members to share their perspectives and priorities, fostering a shared vision for addressing pressing global issues. “We are gathered here not only to discuss and debate but to make a resounding call to action,” she affirmed, highlighting the need for PGA members to leverage their legislative and political platforms to counter impunity and reinforce the multilateral framework.

کردار نہایت اہمیت کا حامل ہے۔ انصاف کے دہرے معیار سے امن قائم نہیں ہو سکتا،عالمی انصاف کی یکساں فراہمی کو یقینی بنانا ہو گا۔ پاکستان نے عالمی امن کے فروغ کے لئے بے مثال قربانیاں دیں ہیں،انصاف اور احتساب کے اصولوں پر کار بند ہیں۔ اسپیکر قومی اسمبلی نے کہا کہ ہر ملک منفرد سیاسی، تاریخی اور ثقافتی اقدار کا حامل ہے ،ملکی خودمختاری اور سالمیت پر سمجھوتا نہیں کیا جا سکتا۔عالمی امن اور انصاف کو یقینی اجلاس کی افتتاحی تقریب کو براہ راست نشر کیا گیا۔ اجلاس کے دوران مختلف موضوعات پر سات ضمنی سیشنز بھی منعقد کیےگئے، جن میں عالمی امن، موسمیاتی تبدیلی، اور جمہوری اقدار کے فروغ جیسے موضوعات کے عالمی عدل و انصاف اور امن کے قیام میں پارلیمانوں کے کردار کو زیر بحث لایا گیا ۔ اسپیکر سردار ایاز صادق کی ہدایت پر قومی اسمبلی سیکرٹریٹ نے اس اجلاس کے لیے بھرپور تیاری کی اور مہمانوں اور میڈیا کے نمائندوں کو دعوت نامے جاری کیے گئے ۔ اسلام آباد میں اس تقریب کا انعقاد پاکستان کے عالمی انصاف، انسانی حقوق، اور جمہوری اقدار کے فروغ میں کردار کی عکاسی کرتا ہے۔ کثیر تعداد میں غیر ملکی پارلیمنٹیرینز اور دیگر معزز مہمانوں کی شرکت پاکستان کے ایک محفوظ، ترقی پسند، اور جمہوری اقدار کے حامی ملک ہونے کی واضح دلیل ہے۔ پاکستان نے عالمی امن کے قیام کے لیے گراں قدر قربانیاں دی ہیں اور وہ عالمی امن اور ترقی کے فروغ کے لیے پُرعزم ہے۔ توقع ہے کہ پی جی اے سالانہ فورم اجلاس پاکستان کے جمہوری اور پرامن کو عالمی سطح پر اجاگر کرنے میں اہم سنگ میل ثابت ہوگا۔ یاد رہے کہ 07 نومبر، 2022 کو سید نوید قمر ارجنٹائن میں پارلیمنٹرینز فار گلوبل ایکشن کے صدر منتخب ہوئے تھے نوید قمر 90 فیصد سے زائد ووٹ حاصل کر کے پارلیمنٹرینز پی جی اے کے صدر منتخب ہوئےتھے بیونس آئرس میں دنیا کی 140 پارلیمنٹس میں سے 133 منتخب اراکین نے ووٹ ڈالاتھا۔ نوید قمر نے ارجنٹائن کی سینئر پارلیمنٹرین مارگریٹا اسٹوبلزر کو شکست دی تھی۔ اعلامیے کے مطابق نوید قمر نے امن، جمہوریت، انسانی حقوق اور آبادی کے مسائل اُجاگر کرنے کا عزم کیاتھا۔ فورم ملکی اور بین الاقوامی پالیسی سازوں کے درمیان روابط کے لیے پل کا کردار ادا کرتا ہے۔ پارلیمنٹرین فار گلوبل ایکشن (پی جی اے)کے اراکین بیرسٹر عقیل ملک،بیرسٹردانیال چوہدری اور ڈاکٹر مرزاختیار بیگ نے پی جے اے کو مزید موثر بنانے کی ضرورت پر زور دیتے ہوئے کہا ہے کہ عالمی امن اور انصاف کی فراہمی میں پارلیمانی نمائندوں کا کردار اس وقت پہلے سے زیادہ اہمیت اختیار کرچکا ہے، پاکستان کی میزبانی میں ہونے والی کانفرنس میں بین الاقوامی قانون، موسمیاتی تبدیلی اور انسانی حقوق جیسے کلیدی مسائل پر بھرپور تبادلہ خیال ہورہا ہے ،اس فورم میں شریک پاکستانی اور بین الاقوامی نمائندوں نے اس عزم کا اعادہ کیا کہ پارلیمنٹیرینز عالمی چیلنجز کے حل میں قائدانہ کردار ادا کریں گے۔ پارلیمنٹرین فار گلوبل ایکشن (پی جی اے) کے اجلاس کی افتتاحی تقریب کے بعد گفتگومیں ممبر و مشیر برائے قانون و انصاف بیرسٹر عقیل ملک نے کہا کہ پاکستان ہمیشہ سے عالمی انصاف اور انسانی حقوق کے اصولوں کا پاسبان رہا ہے۔انہوں نے فلسطین اور کشمیر جیسے مسائل پر عالمی برادری کو دوہرے معیار کے خاتمے کی ضرورت پر زور دیا۔ ان کا کہنا تھا کہ پاکستان کی جدوجہد عالمی انصاف کے فروغ کی عکاس ہے اور ہمیں اپنے ملک کی خودمختاری اور سالمیت پر کوئی سمجھوتا نہیں کرنا چاہیے۔پی جی اے کے رکن و وفاقی پارلیمانی سیکرٹری اطلاعات و نشریات بیرسٹر دانیال چوہدری نے کہا کہ پاکستانی سیاست دانوں کا کردار عالمی امن کے قیام میں کلیدی حیثیت رکھتا ہے،کشمیر اور فلسطین کے مسئلے جیسے تنازعات کو حل کرنا لازم ہے تاکہ ایک منصفانہ اور پائیدار امن قائم ہو سکے۔ دانیال چوہدری نے کہا کہ پاکستان نے عالمی امن کے فروغ میں بے مثال قربانیاں دی ہیں اور ہم عالمی انصاف کے اصولوں پر کاربند رہیں گے۔ پی جی اے کے رکن و پیپلز پارٹی کےرہنما ڈاکٹر مرزا اختیار بیگ نے سپیکر قومی اسمبلی کے خیالات کی تائید کرتے ہوئے کہا کہ موسمیاتی تبدیلی جیسے چیلنجز پر بین الاقوامی تعاون کی ضرورت ہے، پاکستان عالمی برادری کے ساتھ مل کر ان چیلنجز کا سامنا کرنے کے لیے تیار ہے۔ انہوں نے کہا کہ پاکستان ہمیشہ انسانی حقوق اور قانون کی حکمرانی کا علمبردار رہا ہے اور عالمی امن کی بحالی میں ایک اہم کردار ادا کرتا رہے گا۔ انہوں نے اس عزم کا اعادہ کیا کہ پاکستان عالمی انصاف، امن اور انسانی حقوق کے فروغ کے لئے اپنی کوششیں جاری رکھے گا، عالمی برادری کو بھی یکساں انصاف کے اصولوں پر عمل کرنا چاہیے۔اس دوران،روسی فیڈرل اسمبلی کی فیڈریشن کونسل کی سپیکر ویلنٹینا میٹوینکونے کہا کہ روس پاکستان کے ساتھ تجارت، سرمایہ کاری اور سفارت کاری سمیت مختلف شعبوں میں باہمی تعاون کو فروغ دے گا۔ ان خیالات کا اظہار ویلنٹینا میٹوینکونے چیئرمین سینیٹ سید یوسف رضا گیلانی سے ملاقات کے دوران کیا۔ اُنہوں نے دونوں ممالک کے درمیان سفارتی، اقتصادی ، تجارتی اور پارلیمانی تعلقات کو فروغ دینے پر تفصیلی تبادلہ خیال کیا ۔ اس موقع پر گفتگو کرتے ہوئے سید یوسف رضا گیلانی نے کہا کہ روسی فیڈرل اسمبلی کی فیڈریشن کونسل کی سپیکر کے دورۂ پاکستان سے دونوں ممالک کے باہمی تعلقات کو نئی جہت ملے گی اور علاقائی امن ، ترقی اور خوشحالی کو فروغ حاصل ہو گا۔اُنہوں نے پاکستان کے تیل اور گیس کے شعبوں میں بنیادی ڈھانچے کو بہتر بنانے میں روس کے تعاون کو بھی سراہا ۔ سید یوسف رضا گیلانی نے کہا کہ پاکستان علاقائی امن کیلئے روابط کو فروغ دینے کیلئے پرعزم ہے۔ اس موقع پر گفتگو کرتے ہوئےویلنٹینا میٹوینکونے کہاکہ پارلیمانی تعلقات میں بہتری سے نہ صرف دونوں ملکوں میں تجارت اور سرمایہ کاری پر مبنی تعلقات مستحکم ہوں گے بلکہ اس سے دونوں ممالک کے عوام کو قریب لانے میں بھی مدد ملے گی۔ اسلام آباد میں اس تقریب کا انعقاد پاکستان کے عالمی انصاف، انسانی حقوق اور جمہوری اقدار کے فروغ میں کردار کی عکاسی کرتا ہے پی جی اے کا سالانہ فورم پاکستان میں جمہوری اقدار کے فروغ اور عالمی قوانین پر مبنی نظام کے قیام میں اہم سنگ میل ثابت ہوگا
