فیلڈ مارشل عاصم منیر کی چیف آف آرمی اسٹاف و چیف آف ڈیفنس فورسز تعیناتی کی منظوری کردی گئی ہے.ایوانِ صدر سے جاری اعلامیے کے مطابق صدر آصف علی زرداری نے فیلڈ مارشل عاصم منیر کی بطور چیف آف آرمی سٹاف اور چیف آف ڈیفینس فورسز تعیناتی کی منظوری دے دی ہے۔ آج شام ہی وزیرِ اعظم شہباز شریف نے فیلڈ مارشل عاصم منیر کی تعیناتی کے متعلق سمری ایوان صدر بھجوائی تھی۔ فیلڈ مارشل عاصم منیر چیف آف آرمی سٹاف کے ساتھ ساتھ ملک کے پہلے چیف آف ڈیفینس فورسز بھی مقرر ہو گئے ہیں۔ ان دونوں عہدوں کی مدت پانچ سال ہو گی۔ اس کے علاوہ صدر زرداری نے وزیراعظم شہباز شریف کی جانب سے چیف آف ایئر سٹاف ائیر چیف مارشل ظہیر احمد بابر سدھو کی مدت ملازمت میں دو سال کی توسیع کی سمری بھی منظور کر لی ہے۔ اس توسیع کا اطلاق ان کی موجودہ پانچ سالہ مدت ملازمت کے مارچ 2026 میں مکمل ہونے پر ہو گا۔
وزیراعظم شہباز شریف نے فیلڈ مارشل سید عاصم منیر کی بطور چیف آف آرمی اسٹاف و چیف آف ڈیفنس فورسز تعیناتی کی سمری منظوری کے بعد ایوان صدر بھیجی تھی۔ فیلڈ مارشل عاصم منیر چیف آف آرمی اسٹاف کے ساتھ ساتھ چیف آف ڈیفنس فورسز بھی ہوں گے۔ چیف آف ڈیفنس فورسز (سی ڈی ایف) کا حساس اور قومی سیکیورٹی کے حوالے سے بہت ہی اہمیت کا حامل ادارہ بننے جا رہا ہے۔ ایئر چیف مارشل ظہیر احمد بابر سدھو کی مدت ملازمت میں بھی دو سال کی توسیع کی منظوری دی گئی ہے۔ اس توسیع کا اطلاق ان کی موجودہ 5 سالہ مدت ملازمت کے مارچ 2026 میں مکمل ہونے پر ہوگا۔ فیلڈ مارشل عاصم منیر چیف آف ڈیفنس فورسز (CDF) پاکستان کی مسلح افواج کے سربراہ ہیں اور تینوں فوجوں (آرمی، نیوی، اور ایئر فورس) کی قیادت کرتے ہیں۔ چیف آف ڈیفنس فورسز کی ذمہ داریاں ہیں:
تینوں فوجوں کی قیادت: چیف آف ڈیفنس فورسز تینوں فوجوں کی قیادت کرتے ہیں اور ان کی ترقی اور بہتری کے لیے ذمہ دار ہیں۔
پاکستان کی دفاعی پالیسی: چیف آف ڈیفنس فورسز پاکستان کی دفاعی پالیسی کی تشکیل میں اہم کردار ادا کرتے ہیں۔
وزیراعظم اور صدر کو مشورہ: چیف آف ڈیفنس فورسز وزیراعظم اور صدر کو دفاعی امور پر مشورہ دیتے ہیں۔
فوجی آپریشنز کی نگرانی: چیف آف ڈیفنس فورسز فوجی آپریشنز کی نگرانی کرتے ہیں اور ان کی حکمت عملی کی ذمہ داری لیتے ہیں۔
بین الاقوامی تعلقات: چیف آف ڈیفنس فورسز بین الاقوامی سطح پر پاکستان کی فوجی تعلقات کو برقرار رکھنے اور بڑھانے میں مدد کرتے ہیں۔وفاقی وزیر قانون اعظم نذیر تارڑ کا کہنا ہے کہ پاکستان آرمی ایکٹ میں لکھا گیا ہے کہ آرمی چیف چیف آف ڈیفنس فورسز ہوں گے، واضح لکھا گیا ہے کہ صدر مملکت وزیراعظم کی ایڈوائس پر از سر نو تعیناتی کریں گے، آرمی چیف کا بیک وقت چیف آف ڈیفنس فورسز کے عہدے پر تقرر ہونا ہے، نوٹیفکیشن پر کوئی قانونی ابہام نہیں ۔بے فکر رہیں، نوٹیفکیشن پراسس میں ہے، کسی بھی وقت آجائے گا، چائے کی پیالی میں طوفان کھڑا کیا جا رہا ہے،فیلڈ مارشل عاصم منیر 1968 راولپنڈی میں پیدا ہوئے وہ ایک پاکستانی فوجی افسر ہیں جنہوں نے نومبر 2022 سے پاکستان کے چیف آف آرمی سٹاف کے طور پر خدمات انجام دیں ایک انٹیلی جنس تجربہ کار، ملٹری انٹیلی جنس کے ڈائریکٹر جنرل اور ملک کی اعلیٰ انٹیلی جنس ایجنسی انٹر سروسز انٹیلی جنس کے ڈائریکٹر جنرل کے طور پر بھی خدمات انجام دے چکے ہیں۔ مئی 2025 میں انہیں فیلڈ مارشل کے عہدے پر ترقی دی گئی جو کہ ملک کے اعلیٰ ترین فوجی عہدے ہیں، جب کہ وہ آرمی چیف کی حیثیت سے خدمات انجام دے رہے ہیں۔
وہ پاکستان کی تاریخ میں 1959 میں محمد ایوب خان کے بعد اس عہدے پر فائز ہونے والی دوسری شخصیت ہیں۔ یاد رہے کہ نومبر 2025 میں پاکستان کی پارلیمنٹ نے 27ویں آئینی ترمیم منظور کی تھی، جس نےفیلڈ مارشل عاصم منیر کو نئے بنائے گئے چیف آف ڈیفنس فورسز کے عہدے پر فائز کر دیا تھا، جس سے وہ مسلح افواج کی تمام شاخوں جیسے کہ فضائیہ اور بحریہ کی نگرانی کر سکتے ہیں یہ ترمیم انہیں فیلڈ مارشل کے عہدے سے وابستہ مراعات کو غیر معینہ مدت تک برقرار رکھنے کی بھی اجازت دیتی ہے، فیلڈ مارشل عاصم منیر کی تاریخ اور جائے پیدائش 1968 راولپنڈی ہے، فیلڈ مارشل عاصم منیر کے والد ایک اسکول ٹیچر اور ایک عالم تھے۔
1986 میں فیلڈ مارشل عاصم منیر نے منگلا، پاکستان میں آفیسرز ٹریننگ سکول سے گریجویشن کیا، جہاں انہیں اعلیٰ کیڈٹ ہونے کی وجہ سے اعزاز ی تلوار سے نوازا گیا۔
بعد ازاں انہیں پاکستان آرمی میں کمیشن حاصل کیا گیا اور فرنٹیئر فورس رجمنٹ میں تعینات کیا گیا، جو ایک انفنٹری یونٹ تھا انہوں نے اسلام آباد کی نیشنل ڈیفنس یونیورسٹی سے ماسٹرز کی ڈگری حاصل کی، اور جاپان اور ملائیشیا کے عسکری اداروں سے کورس مکمل کیا۔
فیلڈ مارشل عاصم منیر نے اپنے کیرئیر کے ایک موقع پر سعودی عرب میں ملٹری اتاشی کے طور پر خدمات انجام دیں اس دوران قرآن حفظ کیا جو کہ بے پناہ روحانی کامیابی کی علامت ہے۔ کئی سال کی خدمات اور فوج میں مختلف قائدانہ عہدوں پر فائز رہنے کے بعد، عاصم منیر 2017 میں ایم آئی کے ڈائریکٹر جنرل بنے۔ اکتوبر 2018 میں انہیں آئی ایس آئی کا ڈائریکٹر جنرل مقرر کیا گیاتھا نومبر 2022 میں پاکستانی حکومت نے عاصم منیر کو ملک کا چیف آف آرمی سٹاف مقرر کیا، جو پاکستان میں سب سے زیادہ بااثر مقام ہے اندرونی اور بیرونی سلامتی کے خطرات کا مقابلہ کرنے پر توجہ مرکوز کرتے ہوئے، اس کا نقطہ نظر مضبوط دفاعی سفارت کاری ہے
فیلڈ مارشل عاصم منیرنے خطے کے لوگوں کے حق خود ارادیت کی حمایت کرتے ہوئے کشمیر پر پاکستان کے روایتی موقف کا اعادہ کیا ہے۔ انہوں نے اس عزم کا اظہار کیا کہ کشمیر ایک دن پاکستان کا حصہ بنے گا اور کشمیر کو پاکستان کی ’’شہ رگ‘‘ کہا ہے۔ اپریل 2025 میں جموں اور کشمیر کے پہلگام میں ایک دہشت گردانہ حملے کے بعد ہندوستان اور پاکستان کے درمیان کشیدگی شروع ہوئی، ہندوستان نے پاکستان پر حملے کی سہولت کاری کا الزام لگایا۔ پاکستان نے ان الزامات کو مسترد کردیا ک دونوں ملکوں کے درمیان کشیدگی بڑھنے پر فیلڈ مارشل عاصم منیرنے خبردار کیا کہ پاکستان کسی بھی بھارتی فوجی کارروائی کا فوری جواب دے گا۔ 7 مئی 2025 کو بھارت نے پاکستان پر متعدد میزائل حملے کیے تھے۔ اس کے نتیجے میں جنگ بندی پر اتفاق رائے ہوا۔فیلڈ مارشل عاصم منیر نے ایوان صدر میں صحافیوں سے غیر رسمی بات چیت کرتے ہوئے کہا کہ پاکستان یہاں سے اب اونچی اُڑان کی طرف جائے گا ۔ فیلڈ مارشل عاصم منیر کا کہناتھا کہ سب ٹھیک ہے،سب آپ کےسامنے ہے، چیزیں بہتری کی طرف جا رہی ہیں، پاکستان یہاں سےاب اونچی اڑان کی طرف جائےگا۔
یاد رہے کہ وزیراعظم شہباز شریف نے فیلڈ مارشل سید عاصم منیر کی بطور چیف آف آرمی اسٹاف و چیف آف ڈیفنس فورسز تعیناتی کی سمری منظوری کے بعد ایوان صدر بھجوا دی ہے۔تجزیہ کاروں کے مطابق پاکستانی آئین میں تازہ ترمیم کے بعد فیلڈ مارشل عاصم منیر پاکستان کے طاقتور ترین فوجی رہنما کے طور پر سامنے آئے ہیں۔ آئینی ترمیم نے نہ صرف ان کے اختیارات میں بے پناہ اضافہ کیا بلکہ انہیں تاحیات عہدہ اور مکمل قانونی استثنیٰ بھی فراہم کیا ہے۔ منظور کی گئی اس آئینی ترمیم کے تحت تینوں مسلح افواج آرمی، نیوی اور ایئر فورس کو ایک نئے عہدے ”چیف آف ڈیفنس فورسز‘‘ کے ماتحت کر دیا گیا ہے، جس کی باگ ڈور اب فیلڈ مارشل عاصم منیر کے ہاتھ میں ہے۔ ستائیسویں آئینی ترمیم کے تحت انہیں عمر بھر کے لیے فوجداری کارروائی سے استثنیٰ بھی دے دیا گیا، جسے ناقدین غیر معمولی اور غیر محدود اختیارات کی تفویض قرار دے رہے ہیں۔ شہباز شریف کی حکومت نے انہیں آرمی کی قیادت سونپی۔ مئی میں بھارت کے ساتھ چار روزہ جھڑپ کے بعد انہیں فیلڈ مارشل کے عہدے پر ترقی دی گئی۔ ستائیسویں آئینی ترمیم پیش کرتے ہوئے وزیرِ قانون اعظم نذیر تارڑ نے پارلیمنٹ میں کہا، ”ہم نے تاریخی فتح حاصل کی اور پوری قوم نے جنرل عاصم منیر کی قیادت کو سراہا۔‘‘ انہوں نے کہا، ”بھارت نے ہماری سرزمین کی خودمختاری کو چیلنج کیا تھا، اس وقت پوری قوم افواجِ پاکستان کے ساتھ کھڑی تھی۔ بطور چیف آف ڈیفنس فورسز، عاصم منیر کو عسکری کمانڈ کے ڈھانچے میں بڑی تبدیلیوں اور فورسز کو جدید خطوط پر استوار کرنے کا اختیار ہوگا تاحیات فیلڈ مارشل کا اعزاز برطانوی روایت کے مطابق ہے، ”فیلڈ مارشل ریٹائر نہیں ہوتے، وہ صرف اپنا عہدہ چھوڑتے ہیں مگر اعزاز برقرار رہتا ہےسینٹر فار ریسرچ اینڈ سکیورٹی اسٹڈیز کی رپورٹ کے مطابق 2025ء کے پہلے گیارہ مہینوں کے دوران پاکستان میں کم از کم 3,187 افراد ہلاک اور 1,981 افراد زخمی ہوئے، جن میں عام شہری، سکیورٹی اہلکار اور جنگجو شامل تھے۔ 2024ء میں پرتشدد واقعات ميں ہلاکتوں کی تعداد 2,546 تھی۔ رپورٹ کے مطابق یہ جانی نقصان دہشت گردی کے حملوں اور انسدادِ دہشت گردی کی کارروائیوں سمیت 1,188 پُرتشدد واقعات کے نتیجے میں ہوا۔ تشدد کے زیادہ تر واقعات خیبر پختونخوا اور بلوچستان میں پیش آئے، جہاں جنوری سے نومبر 2025 تک ہونے والے حملوں کا تناسب 92 اور ہلاکتوں کا 96 فیصد تھا۔ کہا گیا ہے کہ خیبر پختونخوا سب سے زیادہ متاثرہ صوبہ رہا، جہاں 68 فیصد (2,165) ہلاکتيں اور 62 فیصد (732) پر تشدد واقعات ہوئے۔ بلوچستان دوسرے نمبر پر رہا جہاں 28 فیصد (896) ہلاکتيں جبکہ تشدد کے واقعات کا تناسب 30 فیصد (366) رہا۔ سندھ، پنجاب، پاکستان کے زیر انتظام کشمیر، گلگت بلتستان اور اسلام آباد کیپیٹل ٹیریٹری میں مجموعی طور پر 90 واقعات پیش آئے، جن میں 126 افراد جان کی بازی ہار گئے جو کہ مجموعی ہلاکتوں کا چار فیصد بنتا ہے۔ گزشتہ سال کے مقابلے میں اس سال پر تشدد واقعات ميں نمایاں اضافہ ہواگزشتہ سال کے مقابلے میں اس سال پر تشدد واقعات ميں نمایاں اضافہ ہوا گزشتہ سال کے مقابلے میں اس سال پر تشدد واقعات ميں نمایاں اضافہ ہوا۔ رواں سال کے گیارہ ماہ میں ریکارڈ کی گئی 3,187 ہلاکتیں، 2024 کے پورے سال کی مجموعی ہلاکتوں سے 25 فیصد زیادہ ہیں۔ اس عرصے میں اوسطاً روزانہ تقریباً 15 افراد ہلاک ہوئے۔2025ء کے پہلے گیارہ مہینوں میں سکیورٹی فورسز کی کارروائیاں خاصی مؤثر رہیں، جن کے نتیجے میں 1,795 شدت پسند مارے گئے۔ رپورٹ میں کہا گیا ہے کہ سکیورٹی آپریشنز میں ہونے والی ہلاکتیں (1,370) دہشت گرد حملوں میں ہونے والی ہلاکتوں (795) سے 72 فیصد زیادہ رہیں، جو اس بات کی نشاندہی کرتی ہیں کہ صوبے میں بڑے پیمانے پر اور جارحانہ انسدادِ دہشت گردی مہمات ہلاکتوں کا مرکزی سبب رہیں۔بلوچستان میں صورتحال اس کے برعکس نظر آتی ہے۔ وہاں دہشت گرد حملوں کے نتیجے میں سکیورٹی اہلکاروں اور عام شہریوں سمیت 517 افراد ہلاک ہوئے، جو سکیورٹی فورسز کی کارروائیوں میں ہونے والی 379 ہلاکتوں سے 36 فیصد زیادہ ہیں۔ یہ ظاہر کرتا ہے کہ صوبے میں شدت پسند گروہوں نے اب بھی زیادہ جارحانہ پیش قدمی برقرار رکھی ہوئی ہے اور وہ سکیورٹی فورسز کے لیے مستقل اور سخت چیلنج بنے ہوئے ہیں۔ یہ فرق اس حقیقت کو نمایاں کرتا ہے کہ اگرچہ قومی سطح پر انسدادِ دہشت گردی کا جارحانہ رجحان غالب دکھائی دیتا ہے، مگر بلوچستان میں صورتحال خاصی غیر مستحکم ہے، جہاں شدت پسند کارروائیاں زیادہ جانی نقصان کا باعث بن رہی ہیں۔ صدر مملکت آصف زرداری سے فیلڈ مارشل عاصم منیر اور وزیراعظم شہباز شریف کی ملاقات ہوئی ہے کرغزستان کے صدر کے اعزاز میں عشائیے کی تقریب فیلڈ مارشل عاصم منیر نے ایوان صدر میں صحافیوں سے غیر رسمی بات چیت کرتے ہوئے کہاکہ سب ٹھیک ہے،سب آپ کے سامنے ہے،فیلڈ مارشل کا مزید کہناتھا کہ چیزیں بہتری کی طرف جا رہی ہیں،پاکستان یہاں سے اب اونچی اڑان کی طرف جائے گا۔
آرمی چیف کی مدت ملازمت 26 ویں آئینی ترمیم کے نتیجے میں پہلے ہی 2027 تک بڑھائی جاچکی ہے۔
27 ویں آئینی ترمیم کے مسودے میں فوجی ڈھانچے میں بڑی تبدیلی تجویز کی گئی ہے، چیئرمین جوائنٹ چیفس آف سٹاف کمیٹی کا عہدہ ختم کر کے آرمی چیف کو “چیف آف ڈیفنس فورسز” کا عہدہ دینے کی تجویز ہے، آئینی ترمیم کے تحت فیلڈ مارشل اور دیگر اعلیٰ فوجی عہدوں کو تاحیات درجہ حاصل ہوگا۔ چیف آف ڈیفنس فورسز کی پوسٹ اور آرمی چیف کا عہدہ ایک ساتھ چلےگا اور 27 ویں آئینی ترمیم کے تحت یہ دونوں عہدے 2030 تک ایک ساتھ چلیں گے ۔قومی اسمبلی سے منظور شدہ آرمی ایکٹ ترمیمی بل کے اہم نکات
سیکشن 176 سی میں ترمیم کے تحت چیف آف ڈیفنس فورسزکی سفارش پر وائس چیف آف آرمی اسٹاف، ڈپٹی چیف آف آرمی چیف کا تقرر کیا جائے گا، وفاقی حکومت چیف آف ڈیفنس فورسز کی سفارش پر تقرر کرے گی۔
بل کے متن میں کہا گیا ہے کہ وائس آرمی چیف اپنے اختیارات اور فرائض آرمی چیف کی ہدایات کی روشنی میں انجام دیں گے، سیکشن بی میں حکومت کا لفظ تبدیل کر کے آرمی چیف کی سفارش پر تقرری کی جائےگی۔
کلاز 8 جی میں بھی ترمیم کر کے چیئرمین جوائنٹ چیف آف سٹاف کمیٹی کا عہدہ 27 نومبر 2025 سے ختم تصور ہو گا، وزیراعظم آرمی چیف، چیف آف ڈیفنس فورسز کی سفارش پر 3سال کیلئے کمانڈر آف نیشنل اسٹریٹجک کمانڈ کا تقرر کریں گے۔
کمانڈرنیشنل اسٹریٹجک کمانڈ کی شرائط و قواعد و ضوابط کا تعین وزیراعظم کریں گے، کمانڈر نیشنل اسٹریٹجک کمانڈ کو مزید 3 سال کےلیے دوبارہ تعینات بھی کر سکیں گے، وزیراعظم چیف آف ڈیفنس فورسز کی سفارش پر 3سال کیلئے دوبارہ تعینات کرسکیں گے۔
کمانڈرنیشنل اسٹریٹجک کمانڈ کی تقرری، دوبارہ تقرری یا توسیع کو کسی عدالت میں چیلنج نہیں کیا جا سکے گا، آرمی ایکٹ میں ریٹائرمنٹ کی عمر، سروس کی معیاد اور ان کو ہٹانا کمانڈر نیشنل اسٹریٹجک کمانڈ پر لاگو نہیں ہو گا، کمانڈرنیشنل اسٹریٹجک کمانڈ بطور جنرل پاکستان آرمی میں اپنی خدمات سرانجام دیں گے۔
چیف آف ڈیفنس فورسز کی مدت اس دن سے شروع ہو گی جس دن سے نوٹیفکیشن ہو گا اور آرمی چیف ہی چیف آف ڈیفنس فورسز ہوں گے، جنرل کو فیلڈ مارشل کے عہدے پر ترقی دی جائے گی تو ذیلی سیکشن دو کے تحت خدمات انجام دیں گے۔
وفاقی حکومت آرمی چیف (چیف اف ڈیفنس فورسز) کی فرائض اور ذمہ داریوں کا تعین کرے گی، وفاقی حکومت ملٹی ڈومین ایریاز میں انکی ذمہ داریوں اور فرائض کو محدود نہیں کر سکےگی۔
کابینہ کی ترمیم
حکومت نے آئین کے آرٹیکل 243 میں تبدیلی کا فیصلہ کیا ، کابینہ سے منظورترمیم میں آرمی چیف چیف آف ڈیفنس فورسز ہوں گے جبکہ فیلڈمارشل،مارشل آف ایئر فورس کا عہدہ تاحیات رہے گا۔ آئینی ترمیم میں صدر اور وزیراعظم کی ایڈوائس پر تینوں مسلح افواج کے سربراہان مقرر کریں گے جبکہ صدر چیف آف آرمی اسٹاف کو بیک وقت چیف آف ڈیفنس فورسز کے طور پر بھی مقرر کریں گے جبکہ چیف آف نیول اسٹاف اور چیف آف ایئر اسٹاف کی تعیناتی وزیراعظم کی سفارش پر کی جائے گی۔
کہا گیا ہے کہ چیئرمین جوائنٹ چیفس آف اسٹاف کمیٹی کا عہدہ 27 نومبر 2025 سے ختم کر دیا جائے گا، اور چیف آف ڈیفنس فورسز کی سفارش پر وزیراعظم نیشنل اسٹریٹجک کمانڈ کے کمانڈر کی تعیناتی کریں گے۔ وفاقی حکومت کو اختیار ہوگا کہ کسی افسر کو فیلڈ مارشل، مارشل آف دی ایئر فورس یا ایڈمرل آف دی فلیٹ کے عہدے پر ترقی دے، اور ان عہدوں پر فائز افسران کو تاحیات وردی اور مراعات فراہم کی جائیں گی۔ اعلیٰ عہدے رکھنے والے افسران قومی ہیروز قرار ر دیے جائیں گے اور صرف آرٹیکل 47 کے تحت ہٹائے جا سکیں گے۔آرٹیکل 248 کے تحت صدر کو حاصل استثنیٰ بھی ان فوجی عہدوں پر لاگو ہوگا، جبکہ وفاقی حکومت ان عہدوں کی ذمہ داریاں اور مراعات ریاستی مفاد کے مطابق متعین کرے گی۔ رانا ثناء اللہ کے مطابق اب آئین میں آرمی چیف کی ریٹائرمنٹ کی عمر نہیں ہے، سی ڈی ایف کی مدت 5 سال ہے، 5 سال بعد بھی دوبارہ تعیناتی ہوسکتی ہے۔ تفصیلات کے مطابق چیف آف ڈیفنس فورسز کی تعیناتی کے حوالے سے مشیر وزیراعظم سیاسی امور سینیٹر رانا ثنا اللہ نے سماء نیوز سے گفتگو کرتے ہوئے کہا کہ رولز بننے تھے ان کی منظوری ہونی تھی، پھر نوٹیفکیشن کی تکمیل کا مرحلہ آنا تھا، اب آئین میں آرمی چیف کی ریٹائرمنٹ کی عمر نہیں ہے، سی ڈی ایف کی مدت 5 سال ہے، 5 سال بعد بھی دوبارہ تعیناتی ہوسکتی ہے۔

A total of 90 incidents occurred in Sindh, Punjab, Pakistan-administered Kashmir, Gilgit-Baltistan, and the Islamabad Capital Territory, resulting in 126 deaths, or four percent of the total deaths. Violent incidents have increased significantly this year compared to last year. The 3,187 deaths recorded in the first 11 months of this year are 25 percent more than the total deaths in the entire year of 2024. On average, about 15 people were killed per day during this period. Security forces have been particularly effective in the first 11 months of 2025, killing 1,795 militants. The report said that deaths in security operations (1,370) were 72 percent higher than deaths in terrorist attacks (795), indicating that large-scale and aggressive counter-terrorism operations in the province were the main cause of deaths. The situation in Balochistan is the opposite. There, terrorist attacks killed 517 people, including security personnel and civilians, which is 36 percent more than the 379 deaths in security forces’ operations. This shows that militant groups in the province continue to maintain a more aggressive approach and pose a constant and serious challenge to the security forces. This difference highlights the fact that while the aggressive counter-terrorism trend appears to be prevailing at the national level, the situation in Balochistan is particularly volatile, where militant attacks are causing more casualties. The text of the bill states that the Vice Army Chief will exercise his powers and duties in the light of the directions of the Army Chief, the word government will be changed in Section B, and the appointment will be made on the recommendation of the Army Chief.
Clause 8G has also been amended to deem the post of Chairman Joint Chiefs of Staff Committee to be terminated from November 27, 2025. The Prime Minister will appoint the Commander of National Strategic Command for a period of 3 years on the recommendation of the Army Chief, the Chief of Defence Forces.
The Prime Minister will determine the terms and conditions of the Commander National Strategic Command. The Commander National Strategic Command can also be reappointed for another 3 years. The Prime Minister can be reappointed for another 3 years on the recommendation of the Chief of Defence Forces.
The appointment, re-appointment, or extension of the Commander National Strategic Command cannot be challenged in any court. The retirement age, service period, and removal in the Army Act will not apply to the Commander National Strategic Command. The Commander National Strategic Command will serve in the Pakistan Army as a General.
The term of the Chief of Defence Forces will start from the day on which the notification is made, and the Army Chief will be the Chief of Defence Forces. If the General is promoted to the rank of Field Marshal, he will serve under Sub-section Two.
The Federal Government will determine the duties and responsibilities of the Army Chief (Chief of Defence Forces). The Federal Government will not be able to limit its duties and responsibilities in multi-domain areas. The government has decided to amend Article 243 of the Constitution. In the amendment approved by the cabinet, the Army Chief will be the Chief of Defense Forces, while the posts of Field Marshal and Marshal of the Air Force will remain for life.
